Check whether contacts can be added in a sequence. We check for:
- blacklisted contacts
- contacts with missing variables
- contacts already added into the sequence
- contacts already added into another sequence
At most 100 contacts can be returned for each error type
Only one of contactIds, filterId or searches is mandatory
